The system separates source facts, deterministic change detection and optional machine-written explanation. Each layer remains auditable.

Collect

Retrieve a permitted official API, open-data download or public export.

Reject empty, malformed, collapsed or prohibited-data snapshots.

Baseline

Establish the first valid state without calling existing records new.

Detect field changes deterministically against the previous valid snapshot.

Require provenance, confidence and a completed ingestion run.

Baseline-first change detection

CareHome Signal does not label a facility “new” simply because the application sees the record for the first time. The first valid source snapshot establishes a baseline and emits no events. Later snapshots are compared with the last completed valid run.

Deterministic first

Capacity 5 → 8 creates a capacity-increase candidate. A public operator-business value changing creates an operator-change candidate.

AI does not decide the change

Machine-written text may summarize an already-detected event. If enrichment fails, the event remains and the explanation stays UNKNOWN or deterministic.

Commercial Opportunity Score

The score prioritizes events by likely commercial timing. It is not a regulatory, clinical, quality, safety or legal-risk score, and it never claims that a facility needs or intends to buy a product.

Fail-closed publication

  • A source failure marks the source stale and preserves the last verified data.
  • An invalid snapshot is never substituted with fabricated records or estimated counts.
  • Events without complete provenance are not published.
  • Low-confidence changes are held for review or explicitly labeled unverified.
  • Stripe failures never grant paid access.
  • Email delivery failures stay queued for bounded retry.

Scope boundary

CareHome Signal processes public facility and business licensing information. It does not collect resident names, patient information, diagnoses, treatment records, medication data or other protected health information.
